Company Overview

The office of County Counsel renders legal services to the County of Tulare and related public agencies, and risk management services to the County. Legal services include representing and advising the officers and employees of the County and related public agencies in matters of civil concern. Public agencies represented include but are not limited to the County, the courts, the judges, and a variety of special districts and joint powers agencies located within the County of Tulare.

Company History

The county was created in 1852. While hunting for deserters in 1772, Comandante Pedro Fages discovered a great lake surrounded by marshes and filled with rushes which he named Los Tules (the tules). It is from this lake, which at the time was the largest freshwater lake west of the Mississippi, that the county derives its name. The root of the name Tulare is found in the Mexican word tullin, designating cattail or similar reeds.

The Office of the County Counsel was established in 1941 and has since seen nine County Counsels serve since then. Presently, the legal division of the office employs a legal staff of 25 attorneys, 10 paralegals, and 14 legal support employees who keep the office operating. The office provides legal services in the areas of land use, water law, employment, public finance, taxation, federal and state litigation, health law, public law, contracts, constitutional law, communications, juvenile dependency, protection against elder abuse and elder financial exploitation, and conservatorships.
